A “no-review” determination is a written decision issued by the Certificate of Need Section of the N.C. Department of Health and Human Services (CON Section) confirming that a proposed healthcare project does not fall into any legal category that would require the person wishing to develop the project to obtain a Certificate of Need (CON). Decisions issuing noreviews and decisions not to issue noreviews are frequently appealed by applicants or their competitors.
