With Congress in recess until early November, all eyes are on the fast approaching midterm elections.

In the House, all 435 seats are up for election. According to the Cook Political Report, House Republicans are defending 95 competitive seats to only 13 competitive House Democratic seats. Control of the House will depend on whether Democrats can win most of the 30 rated "toss-up" races.

In the Senate, 34 seats are up for election, including 26 seats held by Democrats and Independents and nine seats held by Republicans. According to the Cook Political Report, Control of the Senate will depend on who wins the nine rated "toss-up" races in Florida, Indiana, Missouri, Montana, North Dakota, Arizona, Nevada, Tennessee, and Texas.

At the state level, there are 36 governorships up for election, including five Democratic incumbents, 13 Republican incumbents, and one Independent incumbent. The remaining gubernatorial races are open seats, including four seats previously held by Democrats and 13 seats previously held by Republicans. According to the Cook Political Report, 12 governorships previously held by Republicans are considered "toss-ups" or more favorable to Democrats.

We are watching all of these key races closely and will report in November on the midterm election outcome's expected impacts on the legislative agenda for 2019.
