Corrections Worker denied advancement to higher classification under classification and compensation plan due to employer error in assessing academic qualifications and equivalencies. Past practice evidence demonstrated employer had altered assessment procedures for this one employee, departing from previous assessment methods. Improper employer motives presented in evidence and argument but not quoted or referred to in award. Arbitrator Vince Ready ruled the employer had improperly assessed the employee, was not fair, reasonable or consistent in its assessment, and ordered rectification.
