"Best Value" Bid Does Not Create New Procurement Method in Virginia

The Supreme Court of Virginia concluded last week that the Virginia Public Procurement Act requires contracts for professional services to be awarded to the lowest responsible and responsive bidder, even if the public offeror’s solicitation includes “best value” concepts.
