The Department of Homeland Security has announced amendments to Title 19 regulations in two phases.  First, beginning in November, U.S. Customs and Border Protection will begin to allow fully vaccinated visitors to enter the U.S. from Mexico and Canada for non-essential purposes via land and ferry border ports of entry.
