This is a draft of an Appellee brief I wrote that was recently submitted to the Sixth Circuit Court of Appeals. The case is one for First Amendment violations under 42 U.S.C. 1983, and the appeal is on the issues of qualified immunity and prima facie claims of political patronage discrimination.
