In 2007, Governor Schwarzenegger commissioned the Delta Vision Task Force and directed it to come up with strategies to sustainably manage the Sacramento-San Joaquin inland Delta. The Task Force’s efforts culminated with a series of bills passed into law in 2009. In an excellent article published in the Fall 2010 edition of Natural Resources & Environment, Christian Marsh and Peter Prows provide a cogent analysis of this very important legislation and the work of the Task Force. Ultimately, they conclude, ”Rather than instituting a paradigm shift in water rights, California’s strategy focuses on restoring the Delta ecosystem through regional and statewide efforts, and sets the table for a physical solution—a peripheral canal or other alternative conveyance system that can better manage the conflicts between people and the environment.” The entirety of the article can be found here...
