LEGISLATIVE ACTIVITY - MAP-21 (SAFETEA-LU Reauthorization). As reported in the last edition of Capital Thinking, the President signed into law Moving Ahead for Progress in the 21st Century (MAP-21) (H.R. 4348), a 27-month surface transportation bill, on July 6. The law included an extension of current law through September 31. The new law will take effect on October 1, 2012 and carry through September 2014. The Department of Transportation and its agencies are now beginning the process of implementing MAP-21, which includes hundreds of rulemakings, guidance documents, and various studies required by the law. On July 12, the Federal Transit Administration (FTA) announced their new webpage for MAP-21 (http://www.fta.dot.gov/map21), which provides information on the law and updates on the implementation of its transit provisions.
