On August 21, the CFTC approved a proposed order that would exempt certain transactions of Regional Transmission Organizations and Independent System Operators including the purchase or sale of financial transmission rights, energy transactions, forward capacity transactions, and reserve or regulation transactions from certain provisions of the Commodity Exchange Act and CFTC regulations.
