China Issues China Manufacturing 2025 Strategy Sub-plan for Energy Sector

On June 21, the Ministry of Industry and Information Technology (MIIT) published the China Manufacturing 2025 – Energy Equipment Implementation Plan (Plan), jointly issued by the MIIT, the National Development and Reform Commission, and the National Energy Administration of China. The purpose of the Plan is to boost research and development and manufacturing of energy equipment in China, following the China Manufacturing 2025 (a.k.a., Made in China 2025) Strategy that the central government set forth last year.

The Plan basically calls for producers to have the ability to independently design and manufacture energy equipment and sets, realize the localization of key parts and raw materials, have the power equipment technology and competitiveness to reach the advanced world level, and form a batch of equipment manufacturing enterprise groups with independent IP rights and strong competitiveness by 2020. The Plan also calls for producers to have a relatively advanced and complete industrial system and strong international competitiveness in the emerging energy equipment manufacturing industry by 2025.

The Plan selected the following 15 fields as development priorities: (1) coal green and smart mining and washing equipment; (2) deep-water and unconventional oil and gas exploration and development equipment; (3) oil and gas storage and transmission equipment; (4) clean and high-efficiency coal-fired power equipment; (5) advanced nuclear power equipment; (6) hydropower equipment; (7) wind power equipment; (8) solar power equipment; (9) fuel cells; (10) geothermal energy equipment; (11) marine energy; (12) gas turbine engines; (13) energy storage equipment; (14) advanced power grid equipment; and (15) coal deep processing equipment. As supporting measures, the Plan calls on the government to provide preferential treatment in loans, grants, taxation, and electricity prices for encouraged projects.
