Plaintiff alleges that Hispanic employees assigned to the Auto Crime Division of the Police Department aka NYPD were not afforded opportunities to be promoted past Detective Third Grade, while other similarly situated Caucasian employees were afforded opportunities to be promoted past Detective Third Grade. Plaintiff alleges that the last Hispanic employee to be promoted past Detective Third Grade is Bolivar Medina and that occurred sometime in 1997.
