The Connecticut Department of Energy and Environmental Protection (DEEP) has initiated a regulatory proceeding in which it will issue at least one request for proposals (RFP) for eligible nuclear, hydropower, Class I renewable energy resources, energy storage systems, and other “zero-carbon electricity generation,” with bids likely due in September 2018. DEEP’s notice of proceeding is consistent with Governor Dannel P. Malloy’s Executive Order 59, issued July 25, 2017, and the state legislature’s Special Session Public Act 17-3, An Act Concerning Zero Carbon Solicitation and Procurement, under which DEEP may procure up to 12 million megawatt-hours of electricity through one or more RFPs. 

Next steps include DEEP’s issuance of a draft RFP document and public comment period, providing stakeholders with not only the opportunity to submit bids in response to the final RFP, but also to shape the RFP’s content through submission of written comments. DEEP anticipates selection of all winning bids by late 2018 or early 2019.
