Consumers Energy Seeks Existing Gas-Fired Generation

On September 30, Consumers Energy issued a RFP soliciting proposals to sell to it one or more existing simple cycle or combined cycle natural gas-fueled electric generating facilities. The RFP schedule was extremely short:  pre-qualification applications were due in one week, by October 7; and final proposals were then due one week later, on October 15. The RFP required that any facilities offered for sale must be in the lower peninsula of Michigan, and have an installed capacity of not less than 100 MW. A form of purchase and sales agreement was provided with the RFP. NOTE:  Three interveners in the pending Consumers Energy Certificate of Need Case (U-17429 at the Michigan Public Service Commission) fit the RFP specifications on type of generation, location and size.
