Coronavirus: Identifying Essential Workers under Louisiana's Stay-at-Home Order

On March 22, 2020, Governor John Bel Edwards issued a "Stay at Home" order that will take effect at 5:00 PM on Monday, March 23, 2020. The Order directs residents to shelter at home and intends to limit unnecessary movement to non-essential services. The Order is available here. Essential workers are permitted to continue to work, and are identified below:

  1. Section 3(C) of the Order identifying various essential workers refers to the U.S. Department of Homeland Security, Cybersecurity & Infrastructure Security Agency (CISA) and outlines groups of essential workers here; and
  2. The Governor issued further guidance that broadened the scope of essential workers under the Order and clarifies that suppliers to essential businesses and operations are likewise essential. Guidance is available here.

There are now numerous categories of essential workers and services, but this situation is evolving rapidly, and the Order itself is somewhat ambiguous, although its goal is to permit essential businesses and their necessary support functions.
