The United States Climate Alliance (“Alliance”) has published a December 22 document titled:

Enabling Industrial Decarbonization – A Policy Guidebook for U.S. States (“Guidebook”)

The Alliance commissioned the American Council for an Energy-Efficient Economy (“ACEEE”) to develop the Guidebook. Contributors included:

The Alliance is described as a bipartisan coalition of 24 governors committed to reducing greenhouse gas emissions. ACEEE, is a nonprofit research organization that develops policy to reduce energy waste and combat climate change.

The Guidebook reviews the potential for reducing greenhouse gas emissions (‘GHG”) for the industrial sector. While transportation, buildings, and utilities have been a focus of reduction efforts, it is noted that the industrial sector is responsible for 24 percent of direct GHG emission in the United States. Despite the fact that industrial GHG emissions have remained flat over the past ten years, the sector is projected to become the largest source of GHG emissions by 2030.

The Guidebook is intended to help states explore options for decarbonizing industrial sectors. The focus is on policy efforts at the state level. Additional references review federal and international policy efforts that support industrial sector transitions.
