This month the Regional Greenhouse Gas Initiative (RGGI) will be holding its inaugural auction of carbon dioxide emissions allowances. RGGI is a mandatory, market-based program among ten Northeastern and Mid-Atlantic states to cap and then reduce CO2 emissions from the power sector by 10% before 2019. Participating states require allowances to be purchased for each ton of carbon dioxide emitted; allowances will be sold through a series of uniform,
regional auctions. The first auction will be held on September 25, 2008. For more information, we refer you to a report issued by Environment Northeast analyzing emissions trends and their potential impact on the inaugural auction.
