The United States Environmental Protection Agency (“EPA”) Office of Inspector General (“OIG”) issued on November 15th a document titled:

The EPA’s Fiscal Year 2024 Top Management Challenges (“Report’)

See Report No. 24-N-0008.

The Report describes what OIG characterizes as:

. . . seven challenges that represent the most significant barriers to the EPA accomplishing its missions, including vulnerabilities to waste, fraud, abuse, and mismanagement. . .

The seven challenges are listed as:

  1. Mitigating the causes and adapting to the impacts of climate change.
  2. Integrating and implementing environmental justice.
  3. Safeguarding the use and disposal of chemicals.
  4. Promoting ethical conduct and protecting scientific integrity.
  5. Managing grants, contracts, and data systems.
  6. Maximizing compliance with environmental laws and regulations.
  7. Overseeing, protecting, and investing in water and wastewater systems.

Five of the management challenges had previously been identified by OIG in Fiscal Year 2023.

The Reports Consolidation Act of 2000 mandates that each federal agency inspector general prepare an annual statement summarizing what the inspector general considers to be the “most serious management and performance challenges facing the agency.” The statement must also address the federal agency’s progress in addressing those challenges.

The EPA OIG describes itself as an independent office within EPA that performs audits, evaluations, and investigations of EPA and the United States Chemical and Safety Hazard Investigation Board.
