Governor Abbott Issues Executive Order Establishing Strike Force to Open Texas

Foley & Lardner LLPOn April 17, 2020, Texas Governor Greg Abbott announced the creation of a “Strike Force to Open Texas” and issued Executive Order 17 for implementation.  Governor Abbott made clear that the State’s March 31 “Stay-At-Home” Order standard stays in force through April 30, but that Executive Order 17 loosened some provisions therein.  

The announcement sets out the following:

  • April 20 - Texas state parks will reopen with requirements to wear masks and not gather in groups of five or more.
  • April 22 - Certain limitations on non-emergency medical procedures will be lifted. Executive Order 15
  • April 24 - Retail outlets can offer “retail to go” Executive Order 16.
  • April 27 - The Strike Force will announce its recommendations which will be based upon increased Coronavirus testing.
  • Schools are closed through the school year and distance learning will continue.

The Strike Force is made up of leading Texas politicians (Lieutenant Governor, Speaker of the House, Comptroller) and business leaders. We do expect the task force to focus on publicly transparent triggers for the safe and gradual re-opening of businesses.
