The National Institute of Standards and Technology (NIST)’s National Artificial Intelligence Advisory Committee (NAIAC) recently released its first report to President Joe Biden, providing several key recommendations on how the United States can do better when it comes to Artificial Intelligence.

Here are some of the committee’s recommendations:

(1) Leadership in Trustworthy Artificial Intelligence

• Support public and private adoption of NIST AI Risk Management Framework, both in the public sector and in the private sector (e.g. through procurement policies and conditions on receipt of federal funding)
• Empower and fill vacant AI leadership roles in the Executive Office of the
  President, starting with a Director of the National Artificial Intelligence Initiative Office (NAIIO), and a CTO of the United States
• Fund NAIIO to fully enact their mission
• Create a Chief Responsible AI Officer (CRAIO) position
• Establish an Emerging Technology Council (ETC) led by the Vice President to coordinate and drive technology policy across the U.S. government
• Fund NIST AI Work
• Ensure AI leadership (e.g. Chief AI Officer) and coordination at each department and agency
• Continue implementing congressional mandates and executive orders on AI
• Create a multi-agency task force to develop frameworks for small- and medium-sized organizations to adopt trustworthy AI
• Ensure sufficient resources for AI-related civil rights enforcement (including more funding to DOJ)
• Advance the implementation plan from the e National AI Research Resource (NAIRR) Task Force a final report to create a large-scale national research resource

(2) Leadership in Research and Development

• Develop a research base and community of experts focused on sociotechnical research in the AI R&D ecosystem
• Create an AI Research and Innovation Observatory to measure overall progress in the global AI ecosystem

(3) Supporting the U.S. Workforce and Providing Opportunity

• Support DOL efforts to modernize federal labor market data for the AI era
• Develop an approach to train the current and future federal workforce for the AI era
• Train a new generation of AI-skilled civil servants
• Invest in AI opportunities for federal workforce
• Boost short-term federal AI talent – including creating a civilian National Reserve Digital Corps (Corps)
• Reform immigration policies to attract and retain international tech talent

(4) International Cooperation

• Maintain AI leadership by expanding and deepening international alliances
• Internationalize the NIST AI RMF
• Establish a U.S.-based multilateral coalition for international cooperation on
  accelerating AI for climate efforts
• Fully fund State’s newly expanded Bureau of Cyberspace and Digital Policy
  and newly created Office of the Special Envoy for Critical and Emerging
  Technology
• Stand up a U.S.-based Multilateral AI Research Institute via the National Science Foundation and Department of State
