The Illinois Association of County Clerks and Recorders recently released a comprehensive manual for the levying and extension of property taxes in Illinois. The 240-page manual addresses the entire range of property tax issues. Topics include an overview of the property tax cycle, budget and levy certifications, bond issuances, calculating the PTELL limiting rate, tax objection complaints, scavenger sales, annexations and mobile homes, among other topics. The appendices also contain valuable information concerning outside resources. The electronic version of the document contains links to the county clerks and tax extenders in every county in Illinois, links to the online provisions of the Property Tax Code, the forms required by the Illinois Department of Revenue, and links to government agencies and other organizations. Since the property tax is the most important tax and revenue source for school districts, community colleges, and other units of local government, as well a consistent source of confusion to taxpayers, this resource can greatly assist school officials in responding to community questions and concerns.
