The Joint Legislative Ethics Committee (JLEC) recently gave guidance that lobbyists and employers must “affirmatively invite” all members of the General Assembly or all members of the House or Senate to qualify as an “all invited” event for reporting purposes.

This means event organizers may not host a reception, inviting only some legislators (for example, from a particular region of the state) and permitting attendance of other legislators who might randomly show up at the event without an invitation and still count the event as an “all invited event” for reporting purposes.
