The American Water Works Association (“AWWA”) issued a report titled:

Opportunities and Challenges Facing Drinking Water State Revolving Fund Programs – Project Summary Report (October 2018)(“Report”)

The Report was prepared for the AWWA by Eastern Research Group, Inc.

AWWA states that it undertook a research effort from September 2017 to May 2018 in order to produce a “comprehensive summary of challenges and opportunities facing state DWSRF programs.” The effort is intended to:

• Identify barriers to participation by water systems in the DWSRF program
• Inform policy recommendations for the United States Environmental Protection Agency headquarters DWSRF program, state DWSRF programs, and future federal investment in the DWSRF

Activities undertaken in the development of the Report included:

• National survey for state DWSRF program administrators and staff and separate national survey for drinking water systems
• One-and-a-half day workshop at AWWA’s office attended by representatives from state DWSRF and public water system supervision programs, EPA headquarters personnel
• One-on-one phone based interviews with representatives from five state DWSRF programs not represented at the February 2018 workshop

The Report is stated to summarize the results of the surveys, interviews, workshop, etc. and identify lessons learned and challenges and opportunities for DWSRF programs. Policy recommendations are also identified.
