As global climate change has gained recognition, state and local governments have been confronted with what may happen if greenhouse gas (GHG) emissions continue unabated. The Sustainable Communities and Climate Protection Act of 2008 (also called “SB 375?) requires that each of California’s 18 Metropolitan Planning Organizations (MPO) set regional targets for the reduction of GHG emissions. Each MPO is to accomplish this task by preparing and adopting a Sustainable Communities Strategy.
