The COVID-19 pandemic has driven dramatic shifts in both access and coverage over the past few years. Despite a precipitous decline in in-person services during the pandemic, emergency policies at the federal and state levels actually increased access to coverage, as well as to many types of care. The major changes impacting access include the Medicaid “continuous coverage” requirement prohibiting states from disenrolling anyone from the Medicaid program, enhanced federal subsidies for commercial plans on the Marketplace, and an unprecedented surge in telehealth and home-based services.
