The FCC is proposing comprehensive and sweeping changes to its twenty-year-old rules governing its international section 214 authorization framework. Because the FCC’s proposals would affect any company offering international services originating or terminating in the United States, a broad range of entities could be impacted, including telecommunications providers as well as private equity firms and others investing capital in such entities.

Key themes we will discuss during the webinar include:

  • Requirements and timing associated with the FCC’s one-time reporting obligation;
  • Scope and implications of the FCC’s proposed section 214 authorization framework, to include:
    • Establishment of renewal/periodic review mechanism;
    • Reduction in ownership threshold from 10% to 5%;
    • Certification obligations for cybersecurity and Covered List equipment and services;
    • Disclosure of current and/or expected future services and geographic markets; and
    • Disclosure of foreign-owned managed network service providers.
  • Timing of FCC’s comment and reply comment rounds.
