Are Smart Growth and Affordable Housing Mutually Exclusive?


One of the more interesting ongoing debates in the land use and sustainable communities worlds is the extent to which land use regulations prevent the provision of housing by raising the development costs of housing. Most agree that a certain amount of land use regulation is necessary in order to create healthy, well-functioning communities. But when do those regulations become counter-productive and actually prevent the development of much-needed housing?
