When entering into loan modification negotiations it is important to know in advance what government programs are available and what it takes to qualify. These are the highlights of the Bush administration's first attempt to bring government assistance to homeowners in distress. It took nearly a year to get this legislation passed, and by the time it was approved in July of 2008 the magnitude of the problem was becoming apparent. The Act was a step in the right direction but was also too little too late.
