President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA) into law on February 17, 2009. The ARRA alters the provisions of the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) by increasing payment and notification responsibilities of employers.
