Before the Fourteenth Amendment, one was considered a citizen of a State as well as a citizen of the United States. After the Fourteenth Amendment one changed to being either a citizen of a State OR a citizen of the United States. Since a citizen of the United States can be also a citizen of a State, under Section 1, Clause 1 of the Fourteenth Amendment, then there are now two state citizens in every State of the Union.
