As the title suggests, this paper is a survey of the foundations of Texas statutory and case law on enforcing foreign judgments from other states, from federal courts, and from other countries. It also discusses the statutory and common law bases for renewing Texas judgments, and reviving dormant Texas judgments. The paper attempts to capture the most recent Texas law on these subjects as well.
