On October 30, 2009, the EPA published its final rule on Mandatory Reporting of Greenhouse Gases (“GHG”). The Fiscal Year 2008 Consolidated Appropriations Act, signed on December 26, 2007 authorized funding for the EPA to develop and publish rules requiring mandatory reporting of greenhouse gas emissions above appropriate thresholds in all sectors of the economy of the United States. This article explains the EPA's new rules.
