In a significant decision, the Circuit Court addressed the denial by the County Commissioners of a request for a special permit to significantly increase the size of a local church. The Court upheld the decision of the jury which had overturned the denial of the special permit on the grounds that (1)the Church was not treated on equal terms with other applicants, (2)a substantial burden had been placed on the Church and (3)unreasonable limitations were placed upon the Church's proposed expansion.
