Trial court's Memorandum of decision awarding post-judgment interest to plaintiff who prevailed at trial against State of Connecticut under Conn. Gen. Stat. § 52-556 for damages sustained in serious motor vehicle accident. This decision appears to be the first awarding interest against the State.
