U.S. District Court finds that the Secretary of the Navy violated 10 U.S. Code, Section 14704 by ordering a "Selective Retention Board" to consider only a portion of all colonels on the Reserve Active Status List ("RASL") of the U.S. Marine Corps. The Court ordered the Secretary of the Navy to convene a new board to consider all colonels on the RASL.
