A natural (native) born citizen under Article II, Section 1, Clause 5, before the adoption of the Fourteenth Amendment, was a person born in the United States of America, in an individual State.

However, it is a citizen of a State who is not a citizen of the United States, under Article IV, Section 2, Clause 1 of the Constitution of the United States of America, that can be President of the United States of America, not a citizen of the United States, under Section 1, Clause 1 of the Fourteenth Amendment.
