A federal judge in Florida has granted an injunction, setting aside a long-standing policy of the U.S. Army Corps of Engineers interpreting "normal circumstances" for prior converted cropland to wetland. The result of court's decision is that the Corps cannot treat former cropland as wetland until the Corps engages in notice and comment and formal rulemaking.
