Practice/Organization Description

I specialize in customs and trade matters. I also maintain an office in Hong Kong where I have lived for some 15 years, most recently from 1985-1997. I currently split my time between my California and Hong Kong offices.

Most of my clients are companies in the supply chain (importers, agents, trading companies and factories) for product manufactured for import into the US and other jurisdictions. I also work on export-related matters for products exported from the US to jurisdictions in Asia and elsewhere.

The customs and trade matters include advising on pending legislation that may affect product sourcing (for example, new legislation on product safety or free trade agreements); assisting importers in gaining release of shipments detained by US Customs and Border Protection; advising on duty minimization arrangements (such as first sale) and related tax implications; preparing sale, purchase, manufacturing and distribution agreements and establishing and monitoring programs for vetting suppliers for security, social and origin compliance.

Before entering the law, I worked for 5 years in the Hong Kong and Taiwan buying office of a US apparel importer as an office manager and quality control manager. Having been on both sides of the table has proven extremely helpful in representation of trade clients.

I established my own firm in Hong Kong in 1993. Prior to that, I was a partner in the Hong Kong office of Baker & McKenzie and an associate in the Hong Kong and San Francisco offices of Graham & James. I began my legal career as a commercial lawyer and started specializing in customs and trade matters some 5 years into my career. The broader commercial background I brought to the customs and trade practice has advantaged my clients.

My clients include a number of publicly-traded Hong Kong companies (Li & Fung, Tungtex) and US companies (Charming Shoppes, The Limited Brands, Diebold) as well as privately-held concerns.

In my HK office, I have 2 paralegals with Chinese language capability.
