FENN C. HORTON III. As a partner at Pahl & McCay, Mr. Horton’s practice focuses on labor and employment law representing management, business and commercial litigation, real estate litigation, and insurance coverage. Mr. Horton received his Juris Doctor in 1985, with distinction, from the University of Iowa, where he was a published member of the Journal of Corporation Law. He was admitted to the California State Bar in 1985, and to the Colorado State Bar in 1986. Mr. Horton is admitted to practice before the U.S. District Courts for the Northern, Central, Southern and Eastern Districts of California, and the District of Colorado, as well as the U.S. Court of Appeals for the Ninth and Tenth Circuits.
Mr. Horton has extensive litigation experience in both state and federal courts, and he has appeared numerous times before arbitration panels and administrative agencies, such as, the NLRB, the Department of Fair Employment & Housing, the EEOC, the UIAB, the WCAB, HUD, and local rent control boards. Mr. Horton’s extensive and varied litigation experience provides him a particular insight into, and interest in, providing legal advice and developing strategies to enable clients to avoid or, at least, minimize the risk of litigation.
Mr. Horton serves as Judge Pro Tem for the Santa Clara County Superior Court and he is a member and past co-chair of the Judiciary Committee of the Santa Clara County Bar Association. He is also a Member of the Board of Directors for the Western Region of the Society of the Plastics Industry, the premier trade association for the plastics industry in the United States. Mr. Horton is currently a research professor for the Naval Postgraduate School in Monterey, California. Mr. Horton served in the U.S. Navy between 1976 and 1980.
