I practice in communications regulatory law, with clients in the cable television, telephone, and cellular telephone industries. I regularly appear before the New Jersey Board of Public Utilities and municipalities throughout the State.
I serve as outside counsel to major national communications companies and have been centrally involved in the acquisition and disposition of communications companies and significant financing transactions. I am extensively involved with a wide range of regulatory activities and routinely handle right-of-way issues, regulatory licensing, franchise renewals, transfers of regulatory licenses as well as other regulatory approval matters, and agency rule-making and related proceedings.
In the course of my practice, I appear before municipal bodies, New Jersey administrative and regulatory agencies and in State and federal courts. I have successfully negotiated settlements in major compliance investigations and enforcement actions, and have made law in a landmark case before the Superior Court of New Jersey, establishing mandatory access rights.
Prior to joining Scarinci Hollenbeck, I served with the Division of Rate Counsel of the New Jersey Department of the Public Advocate, where I represented the public interest in utility (including water, telephonne, and electric) and cable television rate proceedings. I have also served as Deputy Director of the Office of Cable Television, within the Board of Public Utilities, where I acted as chief administrator of the agency and liaison to the Federal Communications Commission.
