The note posted here was completed in the summer of 2006. It serves as a primer on the development of the historic preservation movement in the United States as well as the Religious Land Use and Institutionalized Persons Act of 2000 ("RLUIPA"). The collision course of these two forces is mapped and several suggestions for simple win-win resolutions are provided for review.
