Practice/Organization Description

Ms. Bligh handles all aspects of environmental law. She works with a broad cross-section of environmental statutes, including the Clean Water Act (CWA), Clean Air Act, the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), the Toxic Substances Control Act (TSCA), including the Lead Hazard Reduction Act, the National Environmental Policy Act, the National Historic Preservation Act, the Endangered Species Act, aboveground and underground storage tank statutes, and the Resource Conservation and Recovery Act (RCRA). She has negotiated administrative settlements arising under federal, state and local environmental laws.

My Bligh also has substantial litigation experience in both state and federal courts. She has handled cases from initial filing through trial, including managing all aspects of pleadings and discovery, pre-trial preparation and trial work. Ms. Bligh’s litigation experience includes multi-party cost recovery and contribution litigation arising under the Comprehensive Environmental Response, Compensation and Liability Act, as well as complex, multi-party construction litigation and insurance recovery coverage litigation involving multiple layers of coverage.

Ms. Bligh has also represented clients involved in the arbitration of construction disputes brought before the American Arbitration Association.

Ms. Bligh’s also handles all aspects of civil appellate matters in both state and federal courts. Ms. Bligh's appellate victories include effective dismissal RCRA and state law claims asserted by a state agency against a used oil management facility, as well as successfully challenging construction of a circumferential highway around the City of Burlington, Vermont.

Ms. Bligh also advises businesses on compliance with local land-use ordinances. Ms. Bligh has represented clients in front of the Board of Zoning Adjustment for the City of Kansas City, Missouri to secure necessary land-use permits, including conditional use permits.
