Analogies from pharmaceuticals and other regulated sectors suggest that process-based frameworks emphasizing risk management, transparency, documentation, and testing may offer more practical pathways.

Industry standards and internal governance practices will therefore play a critical role in shaping expectations. Credible safety regimes will likely emphasize documentation of design and training decisions, robust monitoring of system performance, early legal integration throughout development lifecycles, and scenario planning as law and technology co-evolve.
