Ms. Julie Linck has been appointed by Arkansas Governor Asa Hutchinson to serve as Chief Administrator of the Environment of the Arkansas Department of Energy and Environment (“E&E”).
The Chief Administrator has statutory signatory authority for all federally delegated environmental programs except for mining.
E&E is a Cabinet Level Department in Arkansas state government and includes the Division of Environmental Quality (“DEQ”) (formerly the Arkansas Department of Environmental Quality).
Prior to this appointment Ms. Linck served as Deputy Director and Chief Counsel of DEQ. Her work experience prior to E&E includes service as a career lawyer, professor, and policy professional.
Teaching experience has included:
- Undergraduate
- Graduate
- Law school
Further, she has served in all three branches of both federal and state government which include:
- Executive
- Legislative
- Judicial
Ms. Linck is currently Co-Chair of the Bylaws Division Ad-Hoc Committee of the Environmental Council of the States. She has also served as President of the Henry Woods chapter of the American Inn of Court and the Bar Association for the Eighth Circuit Court of Appeals.
Ms. Linck is currently pursuing simultaneously a Doctorate of Public Administration from Valdosta State University and a Food and Agricultural Law Masters Degree from the University of Arkansas School of Law.
Ms. Linck is a resident of Little Rock and is married to Kelley Linck, a three-term state legislator from Flippin, Arkansas. They are parents to three children.
