The Arkansas Natural Resources Commission (“ANRC”) has published a document titled:

Strategic Plan FY 2018 – FY 2019 (“Plan”)

ANRC states that the Plan “is a blueprint for ANRC as we continue to work to manage and protect Arkansas’s abundant natural resources.”

ANRC has been tasked by the Arkansas General Assembly to establish policy and make funding and regulatory decisions relative to soil conservation, nutrient management, water rights, dam safety and water resources planning in development. The agency was formerly named The Arkansas Soil and Water Conservation Commission. However, it was renamed the ANRC in 2005. It is composed of nine members appointed by the Governor and confirmed by the Senate. Employees are divided into three major sections, which include:

  • Conservation
  • Water Resources Development
  • Water Resources Management

The Plan establishes what it describes as three primary goals:

  • Goal 1: Implement the Arkansas Water Plan
  • Goal 2: Improve the Effectiveness of the Conservation Districts
  • Goal 3: Improve Accountability and Transparency of ANRC Operations

Each of these goals is accompanied in the Plan by more detailed “objectives” and “strategies.” Further, the Plan provides a caveat in that it is not considered an inventory of all objectives that ANRC will pursue or actions it will undertake. Nevertheless, the Plan states that it will “inform program-and-operational level planning and resource allocation decisions over the next two years.”
