The National Association of Clean Water Agencies (“NACWA”) issued a policy paper titled:

First 100 Days Water Priorities for Biden-Harris Administration (“Paper”)

The NACWA Paper outlines what it describes as its recommended priority actions for the water sector in the Biden-Harris Administration’s first 100 days.

NACWA describes itself as a recognized leader in legislative, regulatory and legal advocacy on the full spectrum of clean water issues. The organization represents public wastewater and stormwater agencies of all sizes nationwide.

NACWA notes that it met with the United States Environmental Protection Agency (“EPA”) Biden/Harris Administration transition team.

The organization believes that its recommended actions:

. . . would demonstrate early policy momentum, set a marker for a revitalized partnership with local governments and utilities, and advance water infrastructure in a way that spurs economic growth, creates jobs, and benefits the environment in climate resilience.

The recommendations include:

  • Proclaim water infrastructure and resiliency investment as a top priority
  • Affirm EPA’s Continued Commitment to Integrated Planning
  • Support EPA’s Updated Financial Capability Assessment Guidance
  • Support federal coordination on COVID-19 RNA wastewater surveillance
  • Restore the use of Supplement Environmental Projects
