On September 17, 2025, the Bureau of Industry and Security (“BIS”) announced via an interim final rule that it is now accepting requests to include additional auto parts under Section 232 tariffs. According to the notice, the initial submission window for the requests will open on October 1, 2025, and will remain open for 14 days. Following this period, BIS will conduct a 60-day review to evaluate all inclusion requests.
During the BIS review period, interested parties will also have an opportunity to comment on the proposed inclusions. Comments on the interim final rule’s procedures are due by November 3, 2025. Once BIS has finalized its decisions, it will issue a notice in the Federal Register, listing the new subheadings to be covered under Section 232 auto part tariffs. These tariffs will become effective at 12:01 a.m. ET the day after the notice is published.
BIS will open the submission window for inclusion requests four times a year, at the beginning of January, April, July, and October.
This process mirrors the established procedure for Section 232 tariffs on steel and aluminum derivatives. In the first round for steel and aluminum, over 400 new tariff subheadings were approved out of more than 460 requests, with the entire review process taking approximately three and a half months from the opening of the submission window to the imposition of new tariffs. For further details on the first round, please refer to our previous article here. Additional information on the ongoing second round of inclusions can be found here.
