Canada's $3.6 Billion Critical Minerals Investment Package: What You Need to Know

On March 3, 2026, at the Prospectors & Developers Association of Canada (“PDAC”) Convention in Toronto, Canada’s Minister of Energy and Natural Resources unveiled a comprehensive investment package totaling over $3.6 billion to advance Canada's critical minerals sector. The announcement by the Hon. Tim Hodgson reflects the Government of Canada’s commitment to end-to-end domestic value chains for critical minerals – from extraction through processing to market delivery.

Key Funding Announcements

The investment package encompasses three major funding initiatives:

  • Critical Minerals Project Funding ($165.2 million): This funding is to be allocated to 22 Canadian projects with the goal of accelerating planning, development and processing capacity. The Government expects that this will result in over $434 million in private investment in 8 provinces.
  • First and Last Mile Fund ($1.5 billion): This new infrastructure fund will support the construction of enabling infrastructure for mining operations – including roads, transmission lines and processing facilities, as well as transportation routes to domestic and international markets. The fund includes dedicated funding to enable Indigenous leadership, engagement and participation at all stages of the process.
  • Critical Minerals Sovereign Fund ($2 billion): Set to launch in Spring 2026, this fund will back strategic federal investments – including equity investments, loan guarantees, and supply agreements – to accelerate projects toward Final Investment Decision and diversify domestic mineral production.

New Regulatory Navigation Tool

Alongside the funding announcements, the Government launched the Mine Permit Navigator, an interactive online tool designed to help mining companies navigate federal permitting and approval processes. The tool provides a roadmap to required permits and is intended to support the Government’s transition to a “One Project, One Review” system with targeted two-year approval timelines.

Strategic Context

These developments dovetail with several other recent and established federal policy initiatives, including:

  • Canada’s Defence Industrial Strategy (announced February 17, 2026), which includes measures to accelerate critical minerals projects and enables Canada to stockpile critical and dual-use minerals under the Defence Production Act;
  • The Canadian Critical Minerals Strategy (launched 2022), under which domestic production has increased by more than 10 percent for nine critical minerals including lithium, graphite and uranium; and
  • A new Expression of Interest process, launched February 19, 2026 under the Critical Minerals Research Development Demonstration Program, to identify “shovel-ready” projects.

Implications for Industry Participants

Mining companies, project developers and infrastructure providers should monitor upcoming program guidelines, particularly for the First and Last Mile Fund and the Critical Minerals Sovereign Fund. Companies with projects that can demonstrate Indigenous partnerships, alignment with defence or automotive sector needs, and/or readiness to proceed may find that they are especially well-positioned to benefit from these initiatives.
