Commerce Initiates AD And CVD Investigations Of Imports Of Mattresses From Multiple Countries

On April 21, 2020, the Department of Commerce (“Commerce”) announced the initiation of antidumping (“AD”) duty investigations of imports of mattresses from Cambodia, Indonesia, Malaysia, Serbia, Thailand, Turkey, and Vietnam and a countervailing duty (“CVD”) investigation of imports of mattresses from China. The petitioners in this case are Brooklyn Bedding, Corsicana Mattress Company (Dallas, TX), Elite Comfort Solutions, FXI, Inc, Innocor, Inc., Kolcraft Enterprises, Inc., Leggett & Platt, Incorporated, International Brotherhood of Teamsters, and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO. The U.S. International Trade Commission (“ITC”) is currently scheduled to make its preliminary determinations on or before May 15, 2020. If the ITC determines that there is reasonable indication that imports of mattresses materially injure or threaten the U.S. domestic industry, the investigation will continue and Commerce will be scheduled to announce its preliminary CVD determination on June 25, 2020 and its preliminary AD determination on September 9, 2020. If the ITC’s determinations are negative, that imports of mattresses do not pose a risk of injury to the domestic industry, the investigations will be terminated.
