European Banking Authority Publishes Draft Implementing Technical Standards For Supervisory Reporting under the Capital Requirements Regulation

The European Banking Authority has published draft Implementing Technical Standards for supervisory reporting, which make changes to the existing reporting obligations of EU banks (credit institutions) and investment firms. The majority of the technical standards will apply from March 2020, with the exception of the liquidity coverage requirements, which will apply from April 2020.
 
The ITS update the existing supervisory reporting standards established by the EBA, which are required under the Capital Requirements Regulation. The CRR forms part of the EU Single Rulebook, the body of legislation that all EU financial institutions must comply with, and which also includes the Capital Requirements Directive IV and the Bank Recovery and Resolution Directive. The EBA was obliged to produce the updated standards to reflect updates to certain aspects of the Single Rulebook. The ITS amendments include:

  • Amendments on supervisory reporting that reflect changes in the EU securitizations framework introduced by the new Securitization Regulation and certain amendments to the CRR, which have applied since January 1, 2019;
  • Amendments on supervisory reporting that correspond to changes made to EU liquidity reporting requirements, which will apply from April 30, 2020; and
  • Clarifications and corrections with regard to reporting under the Common Reporting Framework to improve the use and quality of supervisory reporting relating to macroprudential matters.
