FTC Reminder: Civil Investigative Demands Are Compulsory

  • The FTC obtained court orders requiring VoIP service providers XCast Labs, Inc. and Deltracon, Inc. to produce information requested in Civil Investigative Demands issued by the FTC as part of its ongoing investigation into potentially illegal robocalls.
  • The first order compels XCast to comply with a CID after XCast allegedly produced only a small fraction of the information sought by the FTC. The second order compels Deltracon to comply with another CID after Deltracon failed to respond or to provide any of the information sought by the FTC.
  • The FTC stressed that CIDs “are not voluntary” and recipients are obligated to “promptly produce all required information.”
